I ran out the data trend analysis as well as the survey result summary because I did see an anomaly on the mobile food unit survey. You’ll notice response rate bumps on different days on both surveys. On the sign code survey, the bumps correspond with when I sent out reminders to answer the survey. On the mobile food unit survey, there was a bump over the weekend that was not associated with a reminder and it resulted briefly in a greater percentage of responses that did not want mobile food units at all. This may or may not mean someone influenced the results. In any case, a survey is not a vote, but a tool to better inform the board about what some people think and why.
The way this engine works is that you can fill out one survey response per computer. The purpose of that is to attempt to prevent someone from entering multiple survey responses. However, someone who has an interest in swaying a result could send out a email to people who may not have their own opinion about Lake City asking for a certain response for the purpose of swaying the survey. I don’t know if this happened or not and I don’t think the anomaly affected the content value of the survey enough to worry about it.
The BOT will review the results along with other information in their discussion about how to handle such businesses in the future.
